XC Skies folks have been receptive to my inquiry and have responded.

Randy,

A new minor release of XC Skies is coming out tonight. After reviewing
the BS scheme, it appears that the old version was in fact slightly
different. The new implementation was thought to be superior, but after
looking at the Tucson area over the last 2 weeks, the older scheme is
likely more accurate and will be re-implemented. Looks for the changes
starting immediately. The main difference is how TKE is calculated for
wind and buoyancy averages through the boundary layer depth before the
ratio is calculated. The older version was a gross estimate by computing
a single tke value for each, where the newer version tried to average a
series of tke values within the vertical profile, but they were not
weighted. Turns out the shot-gun approach may be better after all.
