The download tax was explained in my email invoice that I saw later

"Garmin International, Inc. is required by state law to collect sales/use tax in
AZ, CA, FL, IL, KS, MO, NC, NM, TX and WA. Residents of any state not listed
are responsible for reporting any applicable taxes on their purchases from
Garmin International, Inc. to their state's tax authorities. Please consult a
tax professional in your state for guidance. Garmin does not provide tax or
legal advice."

Maybe you should be selective about what address you use.

Based on my confidence in my own information I purchased and loaded the current (July 22 release) cycle for my 396 this morning. Luke SATR is depicted.

Those that have not downloaded a new database from Garmin recently will find your login is expired and the whole download process has changed. It takes a few minutes to set up but after that the database update process is easier than it used to be. Of course the improvement is paid for by the customers and a single database update is now $54 including "download tax".

My source confirms it is in the databases for the GNS480 and also the G1000.

I expect to buy a new database for my 396 soon.
